You can use different operations (in your case, bone deformation) on a base mesh to create the shape you want, but the shape key only stores information about positions of vertices. To illustrate it here's a simple example: Webbmove anchor point to left edge of shape. keyframe anchor point, position and scale. toggle hold anchor point and position. animate scale on x axis. now set a new keyframe for the anchor point on right side and adjust position. scale on x axis other way.
